Manager – CP PIT CREW, Federal Accounting & EVMS SME

Over the past 20 years, Steve has developed multiple compliant EVM system descriptions, program level processes and procedures, has provided Deltek Cobra & EVMS training and has led EVMS initial determination/delta validation reviews, as well as successfully cleared multiple level II CARs from DCMA with various contractors.  Steve is a manager at ClearPlan and oversees the implementations of Cobra rollouts at various client sites and has overall responsibility for integration with client financial/accounting systems.  Steve routinely provides EVMS training at contractor sites, ranging from general Earned Value Management overview to in-depth specific topics like Material Earned Value, EAC preparation, Variance Analysis, and Baseline change management.   

Prior to joining ClearPlan, Steve worked for Textron as the Business Process Controls manager responsible for multiple DCMA and DCAA system rollouts, compliance reviews/determinations, and ongoing surveillance efforts (EVMS, MMAS, Government Property, P&E, Purchasing, and Accounting).  Steve successfully implemented several validated systems for Textron:  EVMS at AAI in Hunt Valley MD, MMAS at Bell Helicopter TX and Amarillo TX, Property Management at AAI Hunt Valley MD and Charleston SC, and both Property Management & Purchasing Systems at Textron Defense Systems in Wilmington MA.  Prior to Textron, Steve implemented EVMS & MMAS at Honeywell Aerospace in Colorado Springs CO, and prior to Honeywell, EVMS at L3 Communications in Colorado Springs CO. 

Steve holds a graduate degree in finance as well as an MBA and is a certified Cobra Professional from Deltek University (re-certified 2020).
